  • TSCA Title VI & CARB Phase 2

    Birch plywood is certified by a third-party certifier (TPC) as compliant with the U.S. EPA TSCA Title VI and California CARB Phase 2 formaldehyde emission standards, with ULEF (ultra-low-emitting formaldehyde) status.

  • FSC chain of custody

    FSC-certified panels are available. Veneer comes from an FSC-certified Estonian supplier whose certificate can be verified on search.fsc.org. For certified orders the FSC claim appears on the commercial invoice, packing list and bill of lading.

  • Lacey Act

    Export documents declare the species — Betula pendula / Betula pubescens (silver and downy birch) — to support your Lacey Act import declaration.

  • Country of origin: Georgia

    Every panel is manufactured at Palati's Rustavi plant — veneer grading, gluing with phenol-formaldehyde resin, cold and hot pressing, sanding and trimming. Palati holds Authorized Exporter status with Georgian customs, so finished goods qualify for Georgian certificates of origin.

  • Raw material

    The mill buys rotary-cut birch veneer from FSC-certified suppliers in the Baltics — not logs, and not local Georgian timber. Sample incoming-veneer documents are available for compliance review.

  • Batch traceability

    Each bundle carries a batch ID traceable back to its production run and veneer input lot.

  • Factory production control & E1

    Certificate of Conformity of Factory Production Control and Certificate of Conformity for Formaldehyde Emission (class E1).

Where is the plywood made?

Every panel goes through the full manufacturing cycle at Palati's plant in Rustavi, Republic of Georgia: veneer grading, gluing, cold and hot pressing, sanding and trimming. Palati is an Authorized Exporter, so shipments qualify for Georgian certificates of origin. AllBirch, led by Stefan Popov, distributes Palati products in the United States.

Is the plywood TSCA Title VI and CARB compliant?

Yes. Palati birch plywood is certified by a third-party certifier (TPC) as compliant with TSCA Title VI and CARB Phase 2, with ULEF (ultra-low-emitting formaldehyde) status. The TPC certificate and number are available on request. The mill also holds factory production control and E1 certificates. Copies come with your quote on request.

Where does the wood come from?

The mill uses rotary-cut birch veneer (Betula pendula / Betula pubescens) bought from FSC-certified suppliers in the Baltics — not local Georgian timber. FSC chain-of-custody certificate details are provided with your quote and can be verified on search.fsc.org, and the species is declared on export paperwork for Lacey Act compliance.

Is FSC-certified plywood available?

Yes. FSC-certified panels are available on request, and the FSC claim is printed on the commercial invoice, packing list and bill of lading for certified shipments. Let us know if you need FSC when you request a quote.
